The HCM City Tax Department has retroactively collected VNĐ36.7 billion, indicating that VNĐ127 billion cannot be refunded or offset. As of June 2020, the unresolved VAT amount has surged to VNĐ366 billion.

International tourists will receive value-added tax (VAT) refunds on
goods they purchase in Viet Nam at one more airport, the Phu Quoc
International Airport in the southern Kien Giang province.
After a two-year trial to refund VAT to foreigners at Noi Bai and Tan
Son Nhat international airports, the Government has agreed to expand the
practice to seven international airports and seaports starting from
July 1, according to the Ministry of Finance.
